Bob has been a practicing attorney for over 40 years, and was a member of the Pennsylvania House of Representatives for 20 years. While in the House, Bob introduced the first charter school bill. Since the passage of the current charter school law, Bob has successfully represented over 100 charter schools in all stages of development from application through appeal.

Bob has been involved with education for nearly his entire career. In addition to lecturing extensively on issues related to charter schools, Bob has taught in the Philadelphia public schools, undergraduate and graduate courses at the University of Pennsylvania, law courses at Temple and Widener universities, and has conducted legal training for police of the City of Philadelphia.
Bob holds a law degree from Temple University, and is licensed to practice law in Pennsylvania.
Jeff's representation of charter schools has centered on advising schools on daily operations issues, negotiating contracts with outside vendors, and organizing the legal structure of non-profit corporations. In addition, Jeff has been involved in litigation before courts and state agencies on behalf of local charter schools, and has worked with clients to develop disciplinary procedures in compliance with state and federal law.
Prior to joining O'Donnell Associates, Jeff was a legal fellow for Citizens for Pennsylvania's Future, where he did a variety of work under federal environmental statutes. Jeff was also a legal clerk in the environmental practice group at the New Jersey Office of the Attorney General during his summers in law school.
Jeff graduated magna cum laude from Drexel University's Earle Mack School of Law in 2010. He is licensed to practice law in Pennsylvania and New Jersey.
