Jeffrey R. Stacey

Jeff is in his fifth year with the firm and is the firm’s primary lawyer with respect to special education litigation. Jeff has personally handled cases from complaint through to appeal and regularly represents charter school clients before the Pennsylvania Department of Education, the State Charter School Appeal Board, before the Office of Dispute Resolution in special education due process hearings, and before other state agencies and state courts.

Aggressive litigation is always a last resort, and Jeff prefers to impart his legal knowledge to prevent those conditions that lead to legal disputes. In that regard Jeff has spoken before a number of charter schools on special education and other topical issues.

Prior to joining O’Donnell Associates, Jeff was a legal fellow at Penn Future, a statewide environmental and public health advocacy organization, and a law clerk for the Environmental Permitting and Counseling section of the New Jersey Attorney General’s office. In each of those roles, Jeff was responsible for rectifying facts against complex regulatory schemes and came to better understand the world of administrative law. The skills honed in those positions have proved invaluable to Jeff while assisting charter schools with navigating regulatory challenges and interfacing with state agencies.

Jeff is licensed to practice law in Pennsylvania and New Jersey, and lives in Northwest Philadelphia with his wife and children.
